Perhaps semi melt the plastic into float able cubes in a form design to interlock. He would have enough material to build his own floating continent. People could volunteer to assist in the cleanup/build as a vacation spot in the South Seas on a budget.

This man is a genius. It's just too bad such things are forbidden here in the U.S. First, the government wouldn't tolerate not being able to levy property taxes on it. Second, the energy conglomerates wouldn't tolerate his not hooking up to their "service". Then the Department of Homeland "Security" (ha ha) would label him as a "Domestic Terrorist" for living off grid and haul him off to a FEMA Concentration Camp........ Oh, the dream of freedom........
